COMMITTEE BUSINESS

1. Procedural Business.
Call to Order. Chairperson Millage called the Capital Projects Committee of the Legislative Council to order at 1:15 p.m. on Wednesday, November 29, 1995, in Committee Room 22, State Capitol Building, Des Moines, Iowa.
Minutes Approved. The minutes of the June 14, 1995, meeting of the Capital Projects Committee were approved by the members without change.
Adjournment. The meeting was adjourned at 2:00 p.m.
2. 1995 Iowa Infrastructure Study Report.
In 1994, the Iowa Legislative Council contracted with Professor James E. Rowings, Iowa State University, Department of Civil and Construction Engineering, to study and report on the infrastructure needs in the state of Iowa. Professor Rowings has submitted his report to the Legislative Council. The report addresses infrastructure needs of public schools, cities, state buildings, hospitals, wastewater systems, highways, and roads and streets. Professor Rowings discussed the methodology and findings of the report with the Committee. The Committee discussed prioritization of infrastructure needs and the need to provide funding for ongoing maintenance needs. Professor Rowings suggested that two to four percent of the value of a facility should be set aside annually for maintenance needs. Chairperson Millage moved that the Committee recommend that the Legislative Council accept the "Iowa Infrastructure `95" report. The motion was seconded and approved by the Committee.
3. State Board of Regents Institutions FY 1996 - Capital Appropriation.
Ms. Joan Racki, Facilities Officer, Board of Regents, presented the Fiscal Year 1996 Capital Appropriation Status Report for repair and renovation of the University of Iowa, Iowa State University, the University of Northern Iowa, the Iowa School for the Deaf, and the Iowa Braille and Sight Saving School. She discussed Board of Regents' capital requests for Fiscal Year 1997. Ms. Sue Lerdal, Legislative Fiscal Bureau, distributed copies of the Fiscal Update detailing Board of Regents capital requests for Fiscal Year 1997, which total over $77 million. Ms. Racki was asked to prioritize the projects and provide the information to the Joint Appropriations Subcommittee on Education.
4. Department of General Services Fiscal Year 1997 - Capital Requests.
Ms. Janet Phipps, Director of the Department of General Services, reviewed the Department's Fiscal Year 1997 capital requests. These include $9,200,000 for the State Capitol Building exterior restoration, $2,800,000 for the State Capitol Building interior restoration, $5,400,000 for the Old Historical Building renovation, $4,188,000 for general maintenance needs, and $290,000 for Terrace Hill maintenance for a total of $21,878,000. A general discussion ensued regarding deferred maintenance and future land purchases. Ms. Phipps agreed to review the 1995 Iowa Infrastructure Study Report and provide comments to the Committee.
