CAPITAL PROJECTS COMMITTEE OF THE LEGISLATIVE COUNCIL
June 14, 1995
PRELIMINARY BUSINESS
The first regular meeting of the Capital Projects Committee of the 1995-1996 Legislative Council was called to order by Temporary Chairperson Representative David Millage at 12:15 p.m., Wednesday, June 14, 1995, in Committee Room 22, Statehouse, Des Moines, Iowa. Members present in addition to Representative Millage were:
- Senator John Jensen
- Senator Patty Judge
- Senator Larry Murphy
- Representative Chuck Gipp
- Representative Pam Jochum
- Representative Pat Murphy
MEETING IN BRIEF
- Review of Committee's powers and duties in section 2.47A.
- Joint planning for renovation of the State Capitol with the Administration Committee.
- Request direction from Chairperson and Vice Chairperson of the Legislative Council regarding additional meetings for the Capital Projects Committee to review capital plans of state agencies, the Iowa Infrastructure Study conducted by the Design Engineering Department of Iowa State University, and capital projects budget requests of state agencies.
COMMITTEE BUSINESS
- Chairperson Millage stated that the Committee should become familiar with its powers and duties as specified in section 2.47A of the Code. He added that the powers are broad, including review of gubernatorial recommendations of proposed capital projects, capital project budgets of state agencies, and the five-year capital projects priority plan for all state agencies. The Committee is also empowered to receive semiannual status reports for all ongoing capital projects of state agencies and to examine contracting and subcontracting systems used by state agencies. Senator Murphy suggested that the part of the State Infrastructure Study conducted by Iowa State University, which is related to state agencies, should be included in the Committee's review. Senator Jensen agreed that the Committee should focus on state infrastructure. Chairperson Millage noted that the Committee's charge does not include highways, rights-of-way, or airport capital projects of the Department of Transportation, but it does include capital projects paid from the State General Fund. The Committee agreed that their charge should be clarified in its relationship to the charge of the Administration Committee.
- Representative Gipp suggested that the Legislative Council be requested to allow meetings of the Committee other than in conjunction with the Legislative Council meetings. He added that the Committee should arrange meetings with the Department of Management, elected constitutional officers, the Department of General Services, and the Judicial Department to discuss space needs and develop an agreement relating to renovation of the Capitol Building and the old State Historical Building. Chairperson Millage agreed to meet with the Chairperson and Vice Chairperson of the Legislative Council to facilitate the role of the Committee.

Senator Jensen moved that the Committee adjourn at 12:36 p.m.
