COMMITTEE BUSINESS
- 1. Procedural Business.
- Call to order. The fifth meeting of the 1995-1996 Legislative Council was called to order by the Chairperson, Speaker Ron Corbett, at 11:20 a.m., Wednesday, November 20, 1996, in Senate Room 22, State Capitol, Des Moines, Iowa.
- Approval of June 20, 1996, Meeting Minutes. The minutes of the meeting of June 20, 1996, were approved as submitted to members of the Council. Representative Connors moved the approval of the minutes and the motion was seconded by Representative Siegrist.
- Adjournment. Upon a motion by Representative Siegrist, the meeting adjourned at 11:35 a.m. The motion was adopted unanimously.
- 2. Pricing of Election Laws Supplement and 1997 Code of Iowa.
- Chairperson Corbett recognized Ms. Bolender for comments on the price for the Election Law Supplement as recommended by the Department of General Services. Ms. Bolender stated that Mr. Jerry Gamble, Acting Team Leader of the Printing and Records Team of the Department of General Services, recommends a sale price of $22 for the Election Law Supplement, an increase of 5 percent above last year's price. Ms. Bolender also requested that, if the Legislative Council does not plan to meet in December, the legislative leaders be authorized to approve a sale price for the 1997 Code of Iowa. Representative Connors moved that the sale price of $22 be approved for the Election Laws Supplement and that the legislative leaders be authorized to approve a sale price for the l997 Code of Iowa. The motion was adopted. A copy of a memorandum from the Legislative Service Bureau and a letter from Mr. Jerry Gamble, Department of General Services, relating to the pricing of the Election Laws Supplement, are attached to these minutes.
- 3. Report of the Service Committee.
- Senator Gronstal was recognized to present the Report of the Service Committee. Senator Gronstal briefly reviewed the recommendations for promotions and the proposed fiscal year l998 budgets for each of the central legislative staff agencies. Senator Gronstal also stated that the salary costs of each budget will be adjusted to reflect the results of the state collective bargaining agreement when it is finally ratified. Representative Van Maanen asked if the percentage increases for the legislative agencies' budgets were calculated. Senator Gronstal responded that he does not have the specific percentages at hand, but the increases were very modest due to the loss of some senior staff and replacement of those persons at lower salary levels. Representative Siegrist described the budgets as basically status quo and reasonable. Senator Gronstal moved the adoption of the Report of the Service Committee. The motion was seconded by Representative Siegrist and adopted. A copy of the Report of the Service Committee is attached to these minutes.
- 4. Continuation of the Interim Study Committees.
- Chairperson Corbett noted that there has been discussion concerning the status of the interim study committees in light of some members being defeated at the general election. Chairperson Corbett stated that the study committees should continue to meet as authorized and that if individual members wish to discontinue their membership, the legislative leaders would name replacements. Senator Gronstal stated that some flexibility should be allowed those interim committees who may change membership, relative to the final meeting deadlines. Senator Fraise agreed that legislative members of the study committees should be allowed to fulfill their responsibilities until their terms expire. Chairperson Corbett stated that there appears to be a consensus concerning the status of the interim study committees and their members and that a motion is not needed.
- 5. Repair and Resurfacing of Parking Lot #13.
- Representative Connors asked why Parking Lot #13 immediately east of the State Capitol has not been repaired and resurfaced. He added that a request was made to the Department of General Services following the June Council meeting. Chief Clerk Elizabeth Isaacson responded that representatives from the Department of General Services had indicated that Parking Lot #13 was to be repaired and resurfaced after its use for the Sesquicentennial Celebration which was held at the Capitol Complex. She added that nothing was done following completion of the celebration in August. In response to a question by Chairperson Corbett, Representative Connors stated that the Department of General Services should be directed to repair and resurface Parking Lot #13 as the Department was asked to do following the last Council meeting. Chairperson Corbett stated that he would discuss the matter with representatives of the Department of General Services.
- 6. Expression of Appreciation for Departing Legislative Council Members.
- Representative John Connors moved that the Legislative Council express its appreciation for the service of the departing members of the Legislative Council. These members are Senator Tony Bisignano, Senator Leonard Boswell, Senator Emil Husak, Senator Larry Murphy, and Representative Clifford Branstad. The motion was seconded by Representative Siegrist and adopted unanimously.
- 7. Presentation of Plaque to Legislative Council Chairperson, Speaker Ron Corbett.
- Senator Michael Gronstal requested recognition from Chairperson Corbett to make a presentation. Senator Gronstal presented a plaque on behalf of the Legislative Council to Speaker Ron Corbett in appreciation of Speaker Corbett's service as Chairperson of the Legislative Council during the 1995-1996 biennium. Speaker Corbett thanked the Legislative Council members for the plaque and for their cooperation during the biennium.
