1. Procedural Business.
Call to Order. Chairperson Van Maanen called the meeting to order at 11:12 a.m., Thursday, June 20, 1996, in Committee Room 22, State Capitol Building, Des Moines, Iowa.
Adjournment. The meeting was adjourned at 11:27 a.m.
2. Agenda Items.
a. Progress Report on the Electronic Version of Administrative Code. Ms. Diane Bolender, Director, Legislative Service Bureau, provided a progress report regarding the transition to a desktop publishing system for the Administrative Code. Currently, the Administrative Code is being placed in a electronic database using Interleaf Software. Code Office staff has received training on the Interleaf software. When the transition to the new system is complete, publication of the Administrative Code will no longer require use of traditional typesetting methods.
In response to an inquiry by Senator Tinsman, regarding printing costs under the new system, Ms. Bolender responded that reduction of costs related to printing and page reduction is not anticipated; however, there will be cost savings related to elimination of typesetting and production time savings under the new system. In response to a question by Chairperson Van Maanen relating to public access to the Administrative Code through the new database, Ms. Bolender noted that the public access policy will be determined by the Legislative Council.
b. Progress Report on the Legislative Bill Drafting System. Ms. Bolender reported that the first demonstration of the new bill drafting system to be used by the Iowa General Assembly will occur during the week of June 24, 1996. The new system retains the best features of the mainframe drafting system while expanding to include additional features and will use personal computers rather than specialized computer terminals.
c. Proposed Policy for Access and Distribution of Electronic Information. Ms. Bolender discussed the development by the Computer User Policy Direction Committee of a policy for access, distribution, and pricing of electronic data under the control of the General Assembly. The Committee is working toward a final policy draft that will encourage distribution of the information, uphold the integrity of the information, and protect users of the electronic data. Pricing issues include costs associated with reproduction of the information in various media and the Committee is also discussing copyright protection.
The Computer User Policy Direction Committee has recommended that the Legislative Council continue its existing policy on access to electronic data pending approval of the final draft of the policy by the Committee. Senator Bisignano moved that the Administration Committee recommend that the Council continue its existing policy, and Senator Tinsman seconded the motion. The motion was approved unanimously.
