The first meeting of the 1995-1996 Legislative Council was called to order by the Acting Chairperson, Speaker Ron Corbett, at 10:47 a.m., Wednesday, May 24, l995, in Senate Room 24, State House, Des Moines, Iowa. Members present, in addition to Speaker Corbett, were:
Representative Schrader asked that Representative Cohoon be excused from the meeting.
Also attending were Ms. Diane E. Bolender, Director, Mr. Thane R. Johnson, Senior Research Analyst, and other staff of the Legislative Service Bureau, Legislative Fiscal Bureau, House and Senate administrative offices, Computer Support Bureau, Office of Citizens' Aide and House and Senate caucus and research staffs, the representatives of the news media, and other interested persons.
The meeting agenda consisted of the following:
1. Election of Council Chairperson and Vice Chairperson. Representative Siegrist moved that Speaker Ron Corbett and Senator Wally Horn, respectively, be elected Chairperson and Vice Chairperson of the Legislative Council for the calendar years l995 and l996. The motion was adopted unanimously.
2. Rules of Procedure. Representative Siegrist moved that the proposed Rules for the l995-l996 Legislative Council that were distributed to the members be adopted as the permanent Rules of the l995-1996 Legislative Council. The motion was adopted unanimously. A copy of the Rules is attached to these minutes.
3. Legislative Council Committee Membership. Representative Siegrist moved that the list of members appointed by legislative leaders to the l995-l996 Legislative Council Committees and distributed to the members be received and filed. The motion was adopted unanimously. A copy of the membership list is attached to these minutes.
4. Legislative Service Bureau Personnel Actions. Senator Gronstal noted that the Service Committee has not met to take action on this request. The approval requested is to fill two vacant positions above the entry level by promotion. Senator Gronstal moved that the two promotions be approved. The motion was adopted unanimously. A copy of the personnel action request is attached to these minutes.
5. Election Laws Supplement. Ms. Bolender reviewed a letter from Ms. Kristi Little, Leader, Printing and Records Team, Department of General Services, in which Ms. Little recommends a sale price of $20.00 for the l995 Election Laws Supplement. Representative Siegrist moved that the sale price of $20.00 be approved for the l995 Election Laws Supplement as recommended by the Department of General Services. The motion was adopted unanimously.
6. 2000 Census Planning for Redistricting Purposes. Chairperson Corbett recognized Ms. Bolender to review a letter of invitation received from the U. S. Department of Commerce requesting states to participate in Phase 1, the Block Boundary Suggestion Project of the 2000 Census Redistricting Data Program. Participation is voluntary and requires a letter, jointly signed by the governor and the majority and minority leaders of the House and Senate of a state to initiate participation. She noted that presentation of the letter to the Legislative Council is for informational purposes. Senator Husak expressed concern about the costs of computer software and equipment for the 1990 redistricting of the General Assembly. Representative Siegrist moved that the Bureau of the Census letter be received and filed. The motion was adopted.
7. Institute for Public Leadership. Chairperson Corbett recognized Mr. Ralph Rosenberg, Coordinator, Iowa's Institute for Public Leadership, for comments relating to a proposal to hold a 2-day Institute for emerging leaders in all three branches of state government. The proposal is to establish an ongoing mechanism for governmental leaders to participate in efforts to improve how Iowa government carries out its business, to improve the quality of services, and to restore citizen confidence. He explained that the proposal is different from Leadership Iowa conferences in that the Institute is not a forum to debate issues, but rather would be procedural and process oriented. Representative Millage noted that the advisory group that has been meeting to prepare plans for the Institute has no members from higher educational institutions other than Iowa State University. Representative Siegrist moved that the memorandum relating to the Institute for Public Leadership be received and filed. The motion was adopted.
8. Audit of Long-term Nursing Homes. Chairperson Corbett referred a proposal from the Senate members of the Oversight, Audit, and Government Reform Appropriations Subcommittee that the Auditor of State conduct an audit of long-term care nursing homes in Iowa to the Studies Committee for review and recommendation. The proposal is for the Legislative Council to pay one-half of the estimated cost of $75,000.
Chairperson Corbett announced that the next meeting of the Legislative Council will be held on Wednesday, June 14, l995.
Senator Husak moved that the Council adjourn at 11:00 a.m. The motion was adopted.
