Define intermediate criminal sanctions that emphasize a high degree of offender control within the community and recommend a statewide structure for intermediate sanctions with uniform policies and guidelines. The study should also include a comprehensive review of the criminal code with recommendations for changes to implement an intermediate sanction plan and a fiscal impact analysis of proposed changes.
