In cases of great emergency, when the board of supervisors is satisfied that delay would be seriously injurious to the patient, the board of supervisors may make such order with the consent of the patient, if an adult, or of the parent or parents, guardian, or person having the legal custody of the patient, if a minor or incompetent, without examination, report, notice, or hearing.
