Personnel employed by a library service area shall be considered state employees for purposes of eligibility for receiving employee health and dental insurance as provided to state employees by the department of personnel. If a library service area elects to participate in a state employee health and dental insurance program, the library service area shall continue to pay the costs of employee participation in a program from funds appropriated for purposes of the library service areas by the general assembly.
