All claims for exemption from liability on account of losses shall be examined into and adjusted by the director of revenue and finance, upon proof submitted to the director in writing in behalf of the county within three months after the county auditor shall be advised by the director of the director's readiness to receive the proof. In the absence of evidence, or if that submitted is insufficient, the loss may be charged against the county and be conclusive, but if found sufficient, the director of revenue and finance shall present the facts in the report to the next general assembly.
