222.75  Delinquent payments--penalty.

Should any county fail to pay the bills within forty- five days from the date the county received the certificate from the superintendent, the director of revenue and finance may charge the delinquent county a penalty of not greater than one percent per month on and after forty-five days from the date the county received the certificate until paid.
