The minutes of all evidence heard by the said board or exhibits introduced at said hearing for or against the granting of said application for license, together with the order of the board granting or rejecting such application for renewal of license, which shall be in writing, shall be and become a part of the records of said board and shall be open to public inspection at all reasonable hours. Written notice of said order shall forthwith be mailed to the applicant by the board.
