The administrator may adopt rules according to chapter 17A as necessary or appropriate for the protection of purchasers and to implement the purposes of this chapter, including but not limited to rules governing registrations, applications, disclosure statements, and reports. In adopting rules the administrator shall co-operate with agency administrators of other states and the federal trade commission to achieve uniformity in the form and content of registrations, applications and reports as practicable.
