A war orphans educational aid fund is created as a separate fund in the state treasury under the control of the commission of veterans affairs. Any money appropriated for the purpose of aiding in the education of orphaned children of veterans, as defined in section 35.1, shall be deposited in the war orphans educational aid fund.
