The commissioner, in conjunction with the community health management information system established in chapter 144C*, shall adopt rules establishing health accounting standards to be enforced statewide. The community health management information system board shall propose accounting standards for cost and quality to the commissioner for approval. The commissioner shall enforce the standards in conjunction with the community health management information system board.
