All funds appropriated to the department which are used in growing or handling nursery stock shall be used for growing or handling of the stock for distribution only on state-owned lands. However, the department may produce and sell at private sale game cover packets and trees for erosion control, may produce trees for a demonstration windbreak in each township in the state, and may dispose of growing trees under a departmental plan of distribution.
