If any provision of this chapter is inconsistent or conflicts with federal laws, rules or regulations applicable to railway corporations subject to the jurisdiction of the federal interstate commerce commission, the department shall suspend the provision, but only to the extent necessary to eliminate the inconsistency or conflict.
