The state board of regents is hereby authorized to maintain at Ames, in connection with the Iowa state university of science and technology, a laboratory for the manufacture and distribution of hog-cholera serum, toxines, vaccines, and biological products and for such other work as the said state board of regents may, from time to time, deem advisable in the veterinary college, and to provide the necessary equipment therefor. The president of said university shall appoint the director of said laboratory and such assistants as are deemed necessary to efficiently carry on said work; and the president shall, with the approval of said board, fix the salaries of said assistants.
