All actual and necessary expenses incurred in the taking into protective custody, restraint, and transportation of such patients to the hospital-schools shall be paid on itemized vouchers, sworn to by the claimants, and approved by the superintendent and the administrator from any money in the state treasury not otherwise appropriated.
