The administrators of the divisions of the state department of human services shall have power to enter into contracts with the governing body of any city or other municipal corporation for the protection from fire of any property under such administrators' primary control, located in any such municipal corporation or in territory contiguous thereto, upon such terms as may be agreed upon.
