If the department requires a bid bond or certified check as provided in section 18.37, a successful bidder shall, within ten days after the award, enter into a contract in accordance with the bid. Unless this is done, or the delay is for reasons satisfactory to the director, the bid bond or certified check submitted with the bid shall be forfeited to the state. The bid specifications on which the bid is made constitute a part of the contract.
