No printing shall be performed under any contract except on written orders therefor, on detailed forms prescribed by the director, and signed by the director or by some person authorized by the director. Every order shall designate the contract under which the order is given, the class of the required printing, the definite quantity and kind thereof, and be issued in duplicate with a stub copy preserved. A separate series of stubs and duplicates shall be used for each class of printing.
