A successful bidder shall within ten days after the award, enter into a contract in accordance with the bid. Unless this is done, or the delay is for reasons satisfactory to the director, the certified check or credit union certified share draft submitted with the bid shall be forfeited to the state. The specifications on which the bid is made constitute a part of the contract.
