Any former licensee whose application for renewal of license has been rejected by the board and who has not successfully prosecuted a proceeding for judicial review therefrom as herein provided shall not thereafter receive such license or renewal thereof unless same shall be granted by the board and upon payment of the renewal fees then due. Said board may require examination of the former licensee, in which case the former licensee shall pay the examination fees provided by law.
