If at said hearing, or upon appeal if taken as hereinafter provided, it shall be established that the applicant has theretofore failed to comply with all of the provisions of this chapter or has during the term of the license or the last renewal thereof committed any of the acts of unprofessional conduct as defined in this chapter, then the board shall reject such application and said license shall not be renewed except as hereinafter provided.
