1 4 A Concurrent Resolution providing for the formation of
1 5 a committee by the Legislative Council to conduct a
1 6 review of the school finance formula.
1 7 WHEREAS, the school finance formula contained in Iowa Code
1 8 chapter 257 is subject to legislative review at least every
1 9 five years pursuant to statutory requirements contained in
1 10 Iowa Code section 257.1, subsection 4; and
1 11 WHEREAS, the statute provides that the review shall be
1 12 based upon a school finance formula status report containing
1 13 the recommendations of a legislative interim committee, to be
1 14 prepared with the assistance of the Department of Education,
1 15 in association with the Department of Management and the
1 16 Department of Revenue; and
1 17 WHEREAS, the statute also provides that the report shall
1 18 include recommendations for school finance formula changes or
1 19 revisions based upon demographic changes, enrollment trends,
1 20 and property tax valuation fluctuations observed during the
1 21 preceding five-year interval; an analysis of the operation of
1 22 the school finance formula during the preceding five-year
1 23 interval; and a summary of issues that have arisen since the
1 24 previous review and potential approaches for their resolution;
1 25 and
1 26 WHEREAS, the first such report is required to be submitted
1 27 to the General Assembly no later than January 1, 2005, with
1 28 subsequent reports developed and submitted by January 1 at
1 29 least every fifth year; NOW THEREFORE,
1 30 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 31 CONCURRING, That the Legislative Council is requested to
1 32 appoint an interim committee to conduct a review of the school
1 33 finance formula and submit a school finance formula status
1 34 report, in compliance with Iowa Code section 257.1, subsection
1 35 4. In addition to the subject areas specified for review
2 1 pursuant to statute, the study may also include consideration
2 2 of methods for achieving increased efficiencies in school
2 3 operations. The interim committee shall be composed of 10
2 4 voting members, representing both political parties and both
2 5 houses of the General Assembly. Five members shall be members
2 6 of the Senate, three of whom shall be appointed by the
2 7 Majority Leader of the Senate and two of whom shall be
2 8 appointed by the Minority Leader of the Senate. Five members
2 9 shall be members of the House of Representatives, appointed by
2 10 the Speaker of the House, three of whom shall be of the
2 11 majority party and two of whom shall be of the minority party.
2 12 Nonvoting members shall be appointed by the Legislative
2 13 Council, in consultation with the Departments of Education,
2 14 Management, and Revenue, and may include, but not be limited
2 15 to, superintendents representing four local school districts
2 16 from across the state, representatives from the various
2 17 education organizations and associations, representatives from
2 18 the area education agencies and community colleges, and
2 19 members of the general public. The temporary cochairpersons
2 20 of the interim committee shall be the chairpersons of the
2 21 Senate and House Committees on Education; and
2 22 BE IT FURTHER RESOLVED, That the interim committee shall be
2 23 staffed by the Legislative Services Agency, with the
2 24 assistance of the Departments of Education, Management, and
2 25 Revenue, and shall conduct its deliberations during the 2004
2 26 Legislative Interim. The interim committee shall submit its
2 27 report to the General Assembly no later than January 1, 2005.
