1 1 Section 1. SOIL LOSS STUDY. The department of natural
1 2 resources shall conduct a study to establish a definition of
1 3 the term "soil loss" as that term is used in the Iowa Code and
1 4 Iowa administrative code. The study shall be conducted in
1 5 cooperation with the state forester, the commissioners of each
1 6 soil and water conservation district in this state, and other
1 7 interested persons as determined by the director of the
1 8 department of natural resources. The objective of the study
1 9 shall be to establish a consensus definition for the term
1 10 "soil loss" for codification by the general assembly. The
1 11 department shall submit a report summarizing the results of
1 12 the study and making recommendations regarding a proposed
1 13 definition of the term "soil loss" to the general assembly by
1 14 January 15, 2005.
1 15 EXPLANATION
1 16 This bill directs the department of natural resources to
1 17 conduct a study for the purpose of providing a consensus
1 18 definition of the term "soil loss" as used throughout the Iowa
1 19 Code and Iowa administrative code. The study shall be
1 20 conducted in cooperation with the state forester, the
1 21 commissioners of the state soil and water conservation
1 22 districts, and any other interested persons. The department
1 23 shall submit a report to the general assembly summarizing the
1 24 results of the study and making recommendations.
