PAG LIN 1 1 Section 1. STATE SERVICES REGIONAL BOUNDARIES. 1 2 1. A state services regional boundaries task force, 1 3 hereafter referred to as the task force, is created. The task 1 4 force shall be comprised of eight members selected in the 1 5 following manner: 1 6 a. One member shall be appointed jointly by the 1 7 administrators of the area education agencies created by 1 8 chapter 273. 1 9 b. One member shall be appointed by the director of the 1 10 department of human services. 1 11 c. One member shall be appointed jointly by the directors 1 12 of the judicial district departments of correctional services 1 13 created by chapter 905. 1 14 d. One member shall be appointed by the chief justice of 1 15 the supreme court. 1 16 e. Two citizen members shall be appointed by the governor. 1 17 f. One citizen member shall be appointed jointly by the 1 18 majority leader of the senate and the speaker of the house of 1 19 representatives. 1 20 g. One citizen member shall be appointed jointly by the 1 21 minority leader of the senate and the minority leader of the 1 22 house of representatives. 1 23 2. The task force is charged with the responsibility of 1 24 proposing common boundaries for area education agencies, 1 25 department of human services service areas, judicial 1 26 districts, and judicial district departments of correctional 1 27 services. No more than eight regions shall be proposed by the 1 28 task force; however, any entity may have fewer regions if the 1 29 larger region boundaries are consistent with the smaller 1 30 coextensive region boundaries. The task force shall issue a 1 31 report to the general assembly's joint government oversight 1 32 committee by October 1, 2003, containing its findings and 1 33 recommended service area boundaries. 1 34 3. If the task force fails to issue a report by October 1, 1 35 2003, or if no common state services regional boundaries 2 1 proposal is contained in its recommendations, the joint 2 2 legislative government oversight committee shall direct the 2 3 legislative service bureau to develop a plan for common 2 4 regional boundaries for submission to the general assembly 2 5 which plan shall be submitted to the general assembly by 2 6 December 31, 2003. The joint government oversight committee 2 7 shall develop the criteria to be followed by the legislative 2 8 service bureau in establishing a common regional boundaries 2 9 plan. The criteria shall provide, at a minimum, that the 2 10 legislative service bureau consider the needs of the entities 2 11 providing state services and identify the boundaries that will 2 12 provide the greatest efficiencies, while maximizing the 2 13 ability to deliver state services with limited financial 2 14 resources. 2 15 4. A plan for common regional boundaries submitted to the 2 16 general assembly pursuant to this section shall provide for 2 17 the establishment of an advisory committee within each new 2 18 region to provide input for the planning and implementation of 2 19 the staffing and operations of the new region. 2 20 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 2 21 immediate importance, takes effect upon enactment. 2 22 EXPLANATION 2 23 This bill relates to government efficiency by providing for 2 24 the establishment of common state services administrative 2 25 boundaries. 2 26 The bill provides for the establishment of a state services 2 27 regional boundaries task force whose charge shall be the 2 28 development of a proposal to create not more than eight common 2 29 regions for area education agencies, department of human 2 30 services service areas, judicial districts, and judicial 2 31 district departments of correctional services. The task force 2 32 shall be comprised of a representative from the area education 2 33 agencies, department of human services, judicial district 2 34 departments of correctional services, two citizens appointed 2 35 by the governor, a representative appointed by the chief 3 1 justice, a citizen appointed by the majority party leadership 3 2 of the general assembly, and a citizen appointed by the 3 3 minority party leadership of the general assembly. 3 4 The bill provides that the task force shall make 3 5 recommendations to the general assembly for common boundaries 3 6 by October 1, 2003. If the task force fails to make a 3 7 recommendation, the bill provides that the joint legislative 3 8 government oversight committee shall provide criteria upon 3 9 which the legislative service bureau shall design a plan with 3 10 common boundaries to be submitted to the general assembly by 3 11 December 31, 2003. At a minimum, the criteria shall provide 3 12 that the legislative service bureau consider the needs of the 3 13 entities delivering state services and identify the boundaries 3 14 that will provide the greatest efficiencies, while maximizing 3 15 the ability to deliver the services with limited financial 3 16 resources. The bill further provides that any proposal 3 17 submitted to the general assembly shall include a provision 3 18 establishing an advisory committee in each new district to 3 19 provide input for the planning and implementation of the 3 20 staffing and operations of the new district. 3 21 The bill takes effect upon enactment. 3 22 LSB 3364XC 80 3 23 ec/pj/5
