1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2003, and
1 4 ending June 30, 2004, the following amount, or so much thereof
1 5 as is necessary, to be used for the purposes designated:
1 6 For purposes of entering into a competitively bid contract
1 7 with a not-for-profit organization to provide services and
1 8 equipment to school districts to reduce school bus engine
1 9 emissions, increase school bus fuel mileage, and extend the
1 10 life of school bus engines:
1 11 .................................................. $ 950,000
1 12 1. To be eligible for a contract under this section, a
1 13 not-for-profit organization shall apply research-based
1 14 principles and established strategies directed toward reducing
1 15 school bus engine emissions, increasing school bus fuel
1 16 mileage, and extending the life of school bus engines.
1 17 2. A contract entered into pursuant to this section shall
1 18 require periodic testing of the school bus fleet for
1 19 emissions; require recordkeeping with respect to testing by
1 20 individual bus tested; require maintenance intervention based
1 21 on test information; and provide for installation of a device
1 22 to regulate engine fuel flow to increase engine efficiency,
1 23 reduce tailpipe emissions, and prolong engine life.
1 24 3. The department shall prepare and submit a report of the
1 25 activities and expenditures funded under the contract entered
1 26 into pursuant to this section to the chairpersons and ranking
1 27 members of the joint appropriations subcommittee on education
1 28 by February 1, 2004.
1 29 EXPLANATION
1 30 This bill appropriates $950,000 from the general fund of
1 31 the state to the department of education for the 2003-2004
1 32 fiscal year for purposes of entering into a competitively bid
1 33 contract with a not-for-profit organization to provide
1 34 technical assistance to school districts to provide services
1 35 and equipment to reduce school bus engine emissions, increase
2 1 school bus fuel mileage, and extend the life of school bus
2 2 engines. Not-for-profit organizations must apply research-
2 3 based principles and strategies to be eligible for the
2 4 contract.
2 5 The bill directs the department to submit a report of the
2 6 activities and expenditures funded under the contract to the
2 7 joint appropriations subcommittee on education by February 1,
2 8 2004.
