PAG LIN 1 1 SENATE FILE 438 1 2 1 3 AN ACT 1 4 RELATING TO THE ESTABLISHMENT OF THE OFFICE OF GRANTS ENTER- 1 5 PRISE MANAGEMENT IN THE DEPARTMENT OF MANAGEMENT TO ASSIST 1 6 THE STATE IN RECEIVING MORE NONSTATE FUNDS AND PROVIDING A 1 7 STANDING LIMITED APPROPRIATION. 1 8 1 9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 10 1 11 Section 1. NEW SECTION. 8.9 GRANTS ENTERPRISE MANAGEMENT 1 12 OFFICE. 1 13 The office of grants enterprise management is established 1 14 in the department of management. The function of the office 1 15 is to develop and administer a system to track, identify, 1 16 advocate for, and coordinate nonstate grants as defined in 1 17 section 8.2, subsections 1 and 3. Staffing for the office of 1 18 grants enterprise management shall be provided by a 1 19 facilitator appointed by the director of the department of 1 20 management. Additional staff may be hired, subject to the 1 21 availability of funding. Funding for the office is from the 1 22 appropriation to the department pursuant to section 421.17, 1 23 subsection 33. 1 24 Sec. 2. NEW SECTION. 8.10 FACILITATOR'S DUTIES. 1 25 The specific duties of the facilitator of the office of 1 26 grants enterprise management may include the following: 1 27 1. Establish a grants network representing all state 1 28 agencies to assist the grants enterprise management office in 1 29 an advisory capacity. Each state agency shall designate an 1 30 employee on the management or senior staff level to serve as 1 31 the agency's federal funds coordinator and represent the 1 32 agency on the grants network. An agency may not create a 1 33 staff position for a federal funds coordinator. The 1 34 coordinator's duties shall be in addition to the duties of the 1 35 employee of the agency. 2 1 2. Develop a plan for increased state access to funding 2 2 sources other than the general fund of the state. 2 3 3. Develop procedures to formally notify appropriate state 2 4 and local agencies of the availability of discretionary 2 5 federal funds and, when necessary, coordinate the application 2 6 process. 2 7 4. Establish an automated information system database for 2 8 grants applied for and received and to track congressional 2 9 activity. 2 10 5. Provide information and counseling to state agencies 2 11 and political subdivisions of the state concerning the 2 12 availability and means of obtaining state, federal, and 2 13 private grants. 2 14 6. Provide grant application writing assistance and 2 15 training to state agencies and political subdivisions of the 2 16 state, directly or through interagency contracts, cooperative 2 17 agreements, or contracts with third-party providers. 2 18 7. Monitor the federal register and other federal or state 2 19 publications to identify funding opportunities, with special 2 20 emphasis on discretionary grants or other funding 2 21 opportunities available to the state. 2 22 8. Periodically review the funding strategies and methods 2 23 of those states that rank significantly above the national 2 24 average in the per capita receipt of federal funds to 2 25 determine whether those strategies and methods could be 2 26 successfully employed by this state. 2 27 Sec. 3. Section 421.17, subsection 33, Code 2003, is 2 28 amended by adding the following new paragraph: 2 29 NEW PARAGRAPH. aa. There is appropriated annually from 2 30 the increase in indirect cost reimbursements over the amount 2 31 of indirect cost reimbursements received during the fiscal 2 32 year beginning July 1, 2002, to the office of grants 2 33 enterprise management of the department of management the sum 2 34 of up to one hundred twenty-five thousand dollars. The 2 35 director of revenue and finance shall transfer the funds 3 1 appropriated to the department of management as provided in 3 2 this paragraph and shall make the funds resulting from the 3 3 increase in reimbursements available during the fiscal year to 3 4 the department of management on a monthly basis. If the 3 5 amount of the increase in indirect cost reimbursements is 3 6 insufficient to pay the maximum appropriation provided for in 3 7 this paragraph, the amount appropriated is equal to the amount 3 8 of such increase. 3 9 3 10 3 11 3 12 MARY E.
