PAG LIN 1 1 Section 1. Section 321.34, subsection 3, Code 2003, is 1 2 amended to read as follows: 1 3 3. RADIO OPERATORS PLATES. The owner of an automobile, 1 4light delivery truck, panel delivery truck,motorcycle, 1 5 trailer, orpickupmotor truck who holds an amateur radio 1 6 license issued by the federal communications commission may, 1 7 upon written application to the county treasurer accompanied 1 8 by a fee of five dollars, order special registration plates 1 9 bearing the call letters authorized the radio station covered 1 10 by the person's amateur radio license. When received by the 1 11 county treasurer, such special registration plates shall be 1 12 issued to the applicant in exchange for the registration 1 13 plates previously issued to the person. Not more than one set 1 14 of special registration plates may be issued to an applicant. 1 15 Said fee shall be in addition to and not in lieu of the fee 1 16 for regular registration plates. Special registration plates 1 17 must be surrendered upon expiration of the owner's amateur 1 18 radio license and the owner shall thereupon be entitled to the 1 19 owner's regular registration plates. The county treasurer 1 20 shall validate special plates in the same manner as regular 1 21 registration plates, upon payment of five dollars in addition 1 22 to the regular annual registration fee. 1 23 Sec. 2. Section 321.34, subsection 8, unnumbered paragraph 1 24 1, Code 2003, is amended to read as follows: 1 25 The owner of a motor vehicle subject to registration under 1 26 section 321.109, subsection 1,light delivery truck, panel1 27delivery truck,motorcycle, trailer, orpickupmotor truck who 1 28 has been awarded the congressional medal of honor may, upon 1 29 written application to the department, order special 1 30 registration plates which shall be red, white, and blue in 1 31 color and shall bear an emblem of the congressional medal of 1 32 honor and an identifying number. Each applicant applying for 1 33 special registration plates under this subsection may purchase 1 34 only one set of registration plates under this subsection. 1 35 The application is subject to approval by the department and 2 1 the special registration plates shall be issued to the 2 2 applicant in exchange for the registration plates previously 2 3 issued to the person. The special plates are subject to an 2 4 annual registration fee of fifteen dollars. The department 2 5 shall validate the special plates in the same manner as 2 6 regular registration plates are validated under this section. 2 7 The department shall not issue special registration plates 2 8 until service organizations in the state have furnished the 2 9 department either the special dies or the cost of the special 2 10 dies necessary for the manufacture of the special registration 2 11 plate. 2 12 Sec. 3. Section 321.34, subsection 8A, unnumbered 2 13 paragraph 1, Code 2003, is amended to read as follows: 2 14 The owner of a motor vehicle subject to registration under 2 15 section 321.109, subsection 1,light delivery truck, panel2 16delivery truck,motorcycle, trailer, orpickupmotor truck who 2 17 was a prisoner of war during the Second World War at any time 2 18 between December 7, 1941, and December 31, 1946, the Korean 2 19 Conflict at any time between June 25, 1950, and January 31, 2 20 1955, or the Vietnam Conflict at any time between August 5, 2 21 1964, and June 30, 1973, all dates inclusive, may, upon 2 22 written application to the department, order only one set of 2 23 special registration plates with an ex-prisoner of war 2 24 processed emblem. The emblem shall be designed by the 2 25 department in cooperation with the adjutant general and shall 2 26 signify that the owner was a prisoner of war as described in 2 27 this subsection. The application is subject to approval by 2 28 the department, in consultation with the adjutant general. 2 29 The special plates shall be issued at no charge and are 2 30 subject to an annual registration fee of fifteen dollars. The 2 31 county treasurer shall validate the special plates in the same 2 32 manner as regular registration plates are validated under this 2 33 section. 2 34 Sec. 4. Section 321.34, subsections 10 and 10A, Code 2003, 2 35 are amended to read as follows: 3 1 10. FIRE FIGHTER PLATES. The owner of a motor vehicle 3 2 subject to registration pursuant to section 321.109, 3 3 subsection 1,light delivery truck, panel delivery truck,3 4pickup,motor truck, motor home, multipurpose vehicle, 3 5 motorcycle, trailer, or travel trailer who is a current or 3 6 former member of a paid or volunteer fire department, may upon 3 7 written application to the department, order special 3 8 registration plates, designed by the department in cooperation 3 9 with representatives designated by the Iowa fire fighters' 3 10 associations, which plates signify that the applicant is a 3 11 current or former member of a paid or volunteer fire 3 12 department. The application shall be approved by the 3 13 department, in consultation with representatives designated by 3 14 the Iowa fire fighters' associations, and the special 3 15 registration plates shall be issued to the applicant in 3 16 exchange for the registration plates previously issued to the 3 17 person. The fee for the special plates shall be twenty-five 3 18 dollars which shall be in addition to the regular annual 3 19 registration fee. The department shall validate the special 3 20 plates in the same manner as regular registration plates are 3 21 validated under this section at the regular annual 3 22 registration fee. 3 23 10A. EMERGENCY MEDICAL SERVICES PLATES. The owner of a 3 24 motor vehicle subject to registration pursuant to section 3 25 321.109, subsection 1,light delivery truck, panel delivery3 26truck, pickup,motor truck, motor home, multipurpose vehicle, 3 27 motorcycle, trailer, or travel trailer who is a current member 3 28 of a paid or volunteer emergency medical services agency may, 3 29 upon written application to the department, order special 3 30 registration plates, designed by the department in cooperation 3 31 with representatives designated by the Iowa emergency medical 3 32 services association, which plates signify that the applicant 3 33 is a current member of a paid or volunteer emergency medical 3 34 services agency. The application shall be approved by the 3 35 department, in consultation with representatives designated by 4 1 the Iowa emergency medical services association, and the 4 2 special registration plates shall be issued to the applicant 4 3 in exchange for the registration plates previously issued to 4 4 the person. The fee for the special plates shall be twenty- 4 5 five dollars which shall be in addition to the regular annual 4 6 registration fee. The department shall validate the special 4 7 plates in the same manner as regular registration plates are 4 8 validated under this section at the regular annual 4 9 registration fee. 4 10 Sec. 5. Section 321.34, subsection 11, paragraph a, Code 4 11 2003, is amended to read as follows: 4 12 a. Upon application and payment of the proper fees, the 4 13 director may issue natural resources plates to the owner of a 4 14 motor vehicle subject to registration under section 321.109, 4 15 subsection 1,light delivery truck, panel delivery truck,4 16pickup,motor truck, motor home, multipurpose vehicle, 4 17 motorcycle, trailer, or travel trailer. 4 18 Sec. 6. Section 321.34, subsection 11A, paragraph a, Code 4 19 2003, is amended to read as follows: 4 20 a. Upon application and payment of the proper fees, the 4 21 director may issue "love our kids" plates to the owner of a 4 22 motor vehicle subject to registration under section 321.109, 4 23 subsection 1,light delivery truck, panel delivery truck,4 24pickup,motor truck, motor home, multipurpose vehicle, 4 25 motorcycle, trailer, or travel trailer. 4 26 Sec. 7. Section 321.34, subsection 11B, paragraph a, Code 4 27 2003, is amended to read as follows: 4 28 a. Upon application and payment of the proper fees, the 4 29 director may issue "motorcycle rider education" plates to the 4 30 owner of a motor vehicle subject to registration under section 4 31 321.109, subsection 1,light delivery truck, panel delivery4 32truck, pickup,motor truck, motor home, multipurpose vehicle, 4 33 motorcycle, trailer, or travel trailer. 4 34 Sec. 8. Section 321.34, subsection 12, paragraph a, Code 4 35 2003, is amended to read as follows: 5 1 a. The owner of a motor vehicle subject to registration 5 2 pursuant to section 321.109, subsection 1,light delivery5 3truck, panel delivery truck, pickup,motor truck, motor home, 5 4 multipurpose vehicle, motorcycle, trailer, or travel trailer 5 5 may, upon written application to the department, order special 5 6 registration plates with a distinguishing processed emblem as 5 7 authorized by this section or as approved by the department. 5 8 The fee for the issuance of special registration plates is 5 9 twenty-five dollars for each vehicle, unless otherwise 5 10 provided by this section, which fee is in addition to the 5 11 regular annual registration fee. The county treasurer shall 5 12 validate special registration plates with a distinguishing 5 13 processed emblem in the same manner as regular registration 5 14 plates, upon payment of five dollars in addition to the 5 15 regular annual registration fee. 5 16 Sec. 9. Section 321.34, subsection 15, unnumbered 5 17 paragraph 1, Code 2003, is amended to read as follows: 5 18 The owner of a motor vehicle subject to registration under 5 19 section 321.109, subsection 1,light delivery truck, panel5 20delivery truck,motorcycle, trailer, orpickupmotor truck, 5 21 who has been awarded the legion of merit may, upon written 5 22 application to the department and presentation of satisfactory 5 23 proof of the award of the legion of merit as established by 5 24 the Congress of the United States, order special registration 5 25 plates with a legion of merit processed emblem. The emblem 5 26 shall be designed by the department in cooperation with the 5 27 adjutant general and shall signify that the owner was awarded 5 28 the legion of merit. The application is subject to approval 5 29 by the department, in consultation with the adjutant general. 5 30 The special plates shall be issued at no charge and are 5 31 subject to an annual registration fee of fifteen dollars. The 5 32 county treasurer shall validate the special plates in the same 5 33 manner as regular registration plates are validated under this 5 34 section. 5 35 EXPLANATION 6 1 Under current law, the only truck owners eligible for 6 2 special motor vehicle registration plates issued by the state 6 3 department of transportation are owners of light delivery 6 4 trucks, panel delivery trucks, and pickups.
