  1  1    Section 1.  MEDICAID REDESIGN – REVIEW – REPORT.  The
  1  2 medical assistance advisory council established pursuant to
  1  3 section 249A.4, subsection 8, shall do all of the following:
  1  4    1.  Identify current federal provisions for the medical
  1  5 assistance program including mandatory and optional
  1  6 eligibility groups, income and resource standards, covered
  1  7 services, and cost-sharing provisions.
  1  8    2.  Determine the minimum requirements under federal law
  1  9 for state compliance under the medical assistance program.
  1 10 Following this determination, compare the state's medical
  1 11 assistance program with the minimum federal requirements to
  1 12 determine the extent to which the provisions of the state's
  1 13 medical assistance program exceed the minimum federal
  1 14 requirements.
  1 15    3.  Review potential program changes through which cost
  1 16 savings might be realized including but not limited to changes
  1 17 in coverage of eligibility groups and services, waivers, and
  1 18 cost sharing, and determine the potential impact of these
  1 19 changes on medical assistance program recipients.
  1 20    4.  Submit a written report of recommendations to the
  1 21 governor and the general assembly by September 1, 2003, for a
  1 22 medical assistance program redesign that results in providing
  1 23 access to basic health care services to the majority of low-
  1 24 income Iowans in the most cost-effective manner.
  1 25    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 26 immediate importance, takes effect upon enactment.  
  1 27                           EXPLANATION
  1 28    This bill directs the medical assistance advisory council
  1 29 to identify current federal provisions for the medical
  1 30 assistance program, determine the minimum requirements under
  1 31 federal law for state compliance under the medical assistance
  1 32 program, and compare the state's current medical assistance
  1 33 program with the minimum federal requirements in order to
  1 34 determine the extent to which the provisions of the state's
  1 35 medical assistance program exceed the minimum requirements.
  2  1 The council is directed to then review potential program
  2  2 changes through which cost savings might be realized including
  2  3 changes in coverage of eligibility groups and services,
  2  4 waivers, and cost sharing and determine the potential impact
  2  5 of these changes on medical assistance program recipients.
  2  6 Following the council's review, the bill directs the council
  2  7 to submit a written report of recommendations to the governor
  2  8 and the general assembly by September 1, 2003, for a medical
  2  9 assistance program redesign that results in providing access
  2 10 to basic health care services to the majority of low-income
  2 11 Iowans in the most cost-effective manner.  The bill takes
  2 12 effect upon enactment.
