PAG LIN 1 1 Section 1. PLANNING GROUP ESTABLISHED. 1 2 1. A planning group is established to develop a plan for 1 3 merging the department of human services and the Iowa 1 4 department of public health. The plan shall provide for 1 5 merger activities to commence immediately upon enactment of 1 6 authorizing legislation by the Eightieth General Assembly, 1 7 2004 Regular Session, and for the merger to be completed by 1 8 June 30, 2005. The plan may provide for any individual unit 1 9 of either department to be shifted to another appropriate 1 10 state agency rather than remaining within the merged 1 11 department. Staff support for the planning group shall be 1 12 provided by the two departments. The planning group's report 1 13 and plan shall be submitted to the governor and general 1 14 assembly on or before December 15, 2003. 1 15 2. The merger plan shall be designed to achieve the 1 16 following goals: 1 17 a. Provide for a more effective delivery of services to 1 18 the service consumers of the combined department. 1 19 b. Create financial efficiencies in administration of the 1 20 programs administered by the combined department. 1 21 c. Create more accountability within the combined 1 22 department. 1 23 3. The membership of the planning group shall be as 1 24 follows: 1 25 a. The directors of the two departments or the directors' 1 26 designees. 1 27 b. A member of the Iowa empowerment board appointed by 1 28 that board. 1 29 c. A representative of the governor appointed by the 1 30 governor. 1 31 d. A representative of the American federation of state, 1 32 county, and municipal employees appointed by council 61. 1 33 e. A representative of banking or another industry in this 1 34 state that has experienced significant reorganization or 1 35 restructuring, appointed by the legislative council. 2 1 f. The chief executive officer of a united way 2 2 organization located in Iowa appointed by the legislative 2 3 council. 2 4 g. The president of an Iowa resource center for nonprofit 2 5 organizations appointed by the state board of regents. 2 6 h. The president of the university of northern Iowa. 2 7 i. The president of the largest private employer in the 2 8 state or the president's designee, appointed by the 2 9 legislative council. 2 10 j. An individual retired as president of the state's 2 11 largest private health insurer who has served as mayor of 2 12 Iowa's largest city, designated by the governor to serve as 2 13 honorary chairperson. 2 14 k. Two members of the senate to serve as ex officio, 2 15 nonvoting members, with one member each appointed by the 2 16 majority leader and the minority leader of the senate. 2 17 l. Two members of the house of representatives to serve as 2 18 ex officio, nonvoting members, with one member each appointed 2 19 by the speaker of the house and the house minority leader. 2 20 m. An individual affiliated with a major university public 2 21 or business administration program appointed by the governor 2 22 to serve as chairperson. 2 23 Sec. 2. EFFECTIVE DATE. This Act, being deemed of 2 24 immediate importance, takes effect upon enactment. 2 25 EXPLANATION 2 26 This bill establishes a planning group for merging the 2 27 departments of human services and public health. The group is 2 28 directed to develop a plan for submission to the governor and 2 29 general assembly by December 15, 2003. The plan is to provide 2 30 for the merger to commence effective upon enactment of 2 31 authorizing legislation during the 2004 Legislative Session 2 32 and for the merger to be completed by June 30, 2005. 2 33 The plan is to be designed to achieve certain goals 2 34 specified in the bill. 2 35 Various individuals affiliated with public and private 3 1 organizations in the state are to be appointed to the planning 3 2 group. 3 3 The bill takes effect upon enactment. 3 4 LSB 1335XS 80 3 5 jp/pj/5
