  1  1    Section 1.  Section 321G.1, Code 2003, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  0A.  "Agricultural purpose" means a
  1  4 purpose related to the production or harvest of agricultural
  1  5 products, including but not limited to livestock, crops, and
  1  6 any and all products raised or produced on farms.
  1  7    Sec. 2.  Section 321G.9, subsection 6, paragraph a, Code
  1  8 2003, is amended to read as follows:
  1  9    a.  An all-terrain vehicle or snowmobile shall not be
  1 10 operated on or across a public highway by a person under
  1 11 sixteen years of age who does not have in the person's
  1 12 possession a safety certificate issued to the person pursuant
  1 13 to this chapter.  However, a safety certificate is not
  1 14 required for a person under sixteen years of age who is
  1 15 operating an all-terrain vehicle for an agricultural purpose.  
  1 16                           EXPLANATION
  1 17    This bill creates an exemption from the requirement that a
  1 18 child under 16 years of age must possess a safety certificate
  1 19 issued by the department of natural resources in order to
  1 20 operate an all-terrain vehicle on or across a public highway.
  1 21 The exemption is for children operating all-terrain vehicles
  1 22 for agricultural purposes.  The bill defines "agricultural
  1 23 purpose" as relating to the production or harvest of
  1 24 agricultural products.
