1 1 SENATE CONCURRENT RESOLUTION NO.
1 2 BY COMMITTEE ON ECONOMIC GROWTH
1 3 (SUCCESSOR TO SSB 3091)
1 4 A Concurrent Resolution urging the Congress of the
1 5 United States to enact the Housing Bond and Credit
1 6 Modernization and Fairness Act.
1 7 WHEREAS, housing development and home ownership are
1 8 vital to economic growth and improving the standard of
1 9 living in Iowa and across the United States; and
1 10 WHEREAS, first-time homebuyer and low-income
1 11 housing tax credit programs encourage private
1 12 investment by low-income and moderate-income families;
1 13 and
1 14 WHEREAS, many residents of Iowa and the United
1 15 States, especially in rural areas, are unable to
1 16 qualify for these programs due to disparity in income;
1 17 and
1 18 WHEREAS, the Housing Bond and Credit Modernization
1 19 and Fairness Act, which has been introduced in
1 20 Congress as H.R. 284 and S. 595, would modernize and
1 21 restore fairness to first-time homebuyer and low-
1 22 income housing tax credit programs to enable those
1 23 Iowans who would otherwise be unable to qualify to
1 24 receive assistance under these programs; NOW
1 25 THEREFORE,
1 26 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 27 REPRESENTATIVES CONCURRING, That the General Assembly
1 28 of the State of Iowa urges the Congress of the United
1 29 States to enact the Housing Bond and Credit
1 30 Modernization and Fairness Act; and
2 1 BE IT FURTHER RESOLVED, That the Secretary of the
2 2 Senate shall forward copies of this Resolution to the
2 3 members of Iowa's congressional delegation, to the
2 4 presiding officers of the Senate of the United States,
2 5 and to the Speaker of the House of Representatives of
2 6 the United States.
