  1  1          SENATE CONCURRENT RESOLUTION NO. ___
  1  2              BY  COMMITTEE ON AGRICULTURE
  1  3                 (SUCCESSOR TO SSB 3002)
  1  4 A Concurrent Resolution to express support for the
  1  5    implementation of a system which identifies and
  1  6    traces livestock for purposes of controlling the
  1  7    outbreak of diseases in livestock populations, to
  1  8    ensure the wholesomeness of food products originating
  1  9    from livestock, and to maintain consumer confidence
  1 10    in the livestock industry.
  1 11    WHEREAS, the state of Iowa, one of the major
  1 12 agricultural states in the United States, is a leading
  1 13 producer of livestock and livestock products, which
  1 14 represents a multibillion dollar industry; and
  1 15    WHEREAS, the economic viability and welfare of this
  1 16 nation depend upon a reliable system for the
  1 17 production and marketing of abundant and wholesome
  1 18 food products, including meat, for consumers in this
  1 19 nation and foreign nations; and
  1 20    WHEREAS, the intentional or accidental introduction
  1 21 of diseases affecting livestock populations, including
  1 22 bovine spongiform encephalopathy (BSE) or a virus of
  1 23 the family picornaviridae, genus aphthovirus (foot and
  1 24 mouth disease), in this country would threaten the
  1 25 economic viability of livestock producers and the
  1 26 confidence of consumers in the wholesomeness of food
  1 27 products at home and abroad; and
  1 28    WHEREAS, livestock producers including Iowa
  1 29 producers are independently assuming leadership by
  1 30 actively investigating and implementing
  2  1 technologically advanced systems that electronically
  2  2 identify livestock and record the health status and
  2  3 location of livestock from premises of origin to
  2  4 slaughter; and
  2  5    WHEREAS, the United States Department of
  2  6 Agriculture is in the process of considering systems
  2  7 necessary to preserve the integrity of this nation's
  2  8 food supply, which may include implementation of a
  2  9 national system for identifying and tracing livestock;
  2 10 and
  2 11    WHEREAS, an available model for such a system is
  2 12 the National Farm Animal Identification and Records
  2 13 Program initiated and administered by the Holstein
  2 14 Association USA, Inc., which identifies livestock at
  2 15 birth with a unique identification number and premises
  2 16 of origin, and utilizes a database to track livestock
  2 17 from birth to slaughter, and which has been utilized
  2 18 in almost 1,400 farms to identify approximately 1
  2 19 million cattle during the last five years; and
  2 20    WHEREAS, another available model has been developed
  2 21 by the Iowa Cattlemen's Association which since 1988
  2 22 has been actively involved in assisting the industry
  2 23 to electronically identify and track cattle using its
  2 24 EID system, in which approximately 500 producers
  2 25 including feedlot operators and cow-calf producers
  2 26 have participated and approximately 130,000 head of
  2 27 cattle have been enrolled; NOW THEREFORE,
  2 28    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2 29 REPRESENTATIVES CONCURRING, That the United States
  2 30 Congress, in cooperation with the United States
  3  1 Department of Agriculture and in consultation with
  3  2 organizations representing livestock producers, is
  3  3 urged to consider strategies necessary to implement a
  3  4 system to ensure the security of this nation's
  3  5 livestock populations and to restore and maintain
  3  6 consumer confidence in the wholesomeness of the food
  3  7 supply; and
  3  8    BE IT FURTHER RESOLVED, That this strategy
  3  9 incorporate a system to identify livestock from a
  3 10 premises of origin and to trace the movement of
  3 11 livestock to any premises of destination and
  3 12 eventually to slaughter in order to ensure that any
  3 13 confirmed case of disease can be immediately tracked
  3 14 through its chain of movement and so that exposed
  3 15 animals may be quarantined and tested; and
  3 16    BE IT FURTHER RESOLVED, That copies of this
  3 17 Resolution be sent by the Secretary of the Senate to
  3 18 the President of the United States; the United States
  3 19 Secretary of Agriculture; the President of the Senate
  3 20 of the United States; the Speaker of the House of
  3 21 Representatives of the United States; the Chairperson
  3 22 of the United States Senate Committee on Agriculture,
  3 23 Nutrition, and Forestry; the Chairperson of the United
  3 24 States House of Representatives Committee on
  3 25 Agriculture; and members of Iowa's congressional
  3 26 delegation.
