  1  1    Amend Senate Resolution 123 as follows:
  1  2    #1.  By striking page 1, line 4 through page 3,
  1  3 line 1 and inserting the following:  
  1  4 "A Resolution requesting the Legislative Council to
  1  5    create a learning technology commission
  1  6    to examine options for integrating technology into
  1  7    the classroom to prepare students for an economy
  1  8    that is increasingly dependent on technology and
  1  9    innovation.
  1 10    WHEREAS, the Senate finds that technology has a key
  1 11 role in revolutionizing the state's education system,
  1 12 and the integration of technology into the school
  1 13 curriculum can motivate and assist students to achieve
  1 14 at high levels and prepare them to become the
  1 15 knowledge workers of the 21st Century workforce by
  1 16 providing them with the skills necessary to compete in
  1 17 the global market; and
  1 18    WHEREAS, many Iowa schools are implementing
  1 19 technology projects and updating technology in their
  1 20 classrooms, including projects involving distance
  1 21 learning, virtual learning, and laptop computers in
  1 22 the classroom; and
  1 23    WHEREAS, technology offers this state a significant
  1 24 opportunity to improve the performance of its schools
  1 25 and to promote a wide range of high-quality
  1 26 educational options utilizing technology for children
  1 27 enrolled in the schools of this state; NOW THEREFORE,
  1 28    BE IT RESOLVED BY THE SENATE, That the Legislative
  1 29 Council is requested to create a learning technology
  1 30 commission, to be charged with developing a learning
  1 31 technology plan to achieve the goal of preparing
  1 32 students for an economy that is increasingly dependent
  1 33 on technology and innovation.  The commission shall
  1 34 examine the use of technology in Iowa's and the
  1 35 nation's elementary and secondary classrooms; and
  1 36    BE IT FURTHER RESOLVED, That the plan developed by
  1 37 the commission shall include, but not be limited to,
  1 38 the following:
  1 39    1.  The costs and benefits of each component of the
  1 40 plan.
  1 41    2.  The professional development needed to
  1 42 integrate learning technology into classroom
  1 43 technology.
  1 44    3.  Strategies for implementation of the plan,
  1 45 including, at a minimum, phasing in the plan over a
  1 46 term of years.
  1 47    4.  Strategies that coordinate the learning
  1 48 technology in kindergarten through grade twelve with
  1 49 the initiatives and resources of the department of
  1 50 education, Iowa communications network, area education
  2  1 agencies, higher education institutions providing
  2  2 approved practitioner preparation programs, and other
  2  3 accredited postsecondary institutions in the state.
  2  4    5.  Procedures for data tracking and assessment of
  2  5 the progress in implementing the goals of the
  2  6 initiative and the plan.
  2  7    6.  Strategies to establish a public-private
  2  8 partnership between state government and a private
  2  9 sector business having relevant knowledge and
  2 10 experience; and
  2 11    BE IT FURTHER RESOLVED, That the plan shall be
  2 12 consistent with the following guiding principles:
  2 13    1.  EQUITY.  The plan shall promote equal
  2 14 opportunity for and provide meaningful access to
  2 15 wireless and other learning technology resources for
  2 16 all Iowa students regardless of geographic location or
  2 17 economic means.
  2 18    2.  INTEGRATION WITH THE STUDENT ACHIEVEMENT AND
  2 19 TEACHER QUALITY PROGRAM ESTABLISHED IN CHAPTER 284.
  2 20 The plan shall support student achievement through the
  2 21 integration of learning technologies that are content-
  2 22 focused and that add value to existing instructional
  2 23 methods.
  2 24    3.  SUSTAINABILITY.  The plan shall provide for the
  2 25 future sustainability of learning technology resources
  2 26 by adapting to future educational needs and
  2 27 technological changes.
  2 28    4.  TEACHER PREPARATION AND PROFESSIONAL
  2 29 DEVELOPMENT.  The plan shall provide professional
  2 30 development and training programs for administrators,
  2 31 teachers and other educators in the use and
  2 32 integration of learning technology tools in curriculum
  2 33 development, instructional methods, and student
  2 34 assessment systems.
  2 35    5.  ECONOMIC DEVELOPMENT.  The plan shall foster
  2 36 economic development across all regions of the state
  2 37 and the preparation of students for an economy that
  2 38 embraces technology and innovation; and
  2 39    BE IT FURTHER RESOLVED, That the commission shall
  2 40 be appointed no later than July 1, 2004.
  2 41    1.  The commission membership shall consist of the
  2 42 following:
  2 43    a.  Seven voting members from the general public
  2 44 who shall be appointed by the Legislative Council.
  2 45    b.  One nonvoting, ex officio member who is a
  2 46 member of the state board of education and is
  2 47 appointed by the chairperson of the state board of
  2 48 education.
  2 49    c.  One nonvoting, ex officio member who is the
  2 50 state librarian or the state librarian's designee.
  3  1    d.  One nonvoting, ex officio member representing
  3  2 public postsecondary education institutions who is
  3  3 employed by a public postsecondary institution and is
  3  4 appointed by the Legislative Council.
  3  5    e.  Three nonvoting, ex officio members
  3  6 representing three different school districts and who
  3  7 are appointed by the Legislative Council as follows:
  3  8    (1)  From a list of three names submitted by a
  3  9 certified employee organization representing teachers
  3 10 licensed under chapter 272, a teacher employed by a
  3 11 school district.
  3 12    (2)  From a list of three names submitted by a
  3 13 statewide organization representing administrators
  3 14 licensed under chapter 272, an administrator employed
  3 15 by a school district.
  3 16    (3)  From a list of three names submitted by a
  3 17 statewide organization representing school boards, a
  3 18 member of a board of directors of a school district.
  3 19    f.  One nonvoting, ex officio member representing
  3 20 area education agencies who is appointed by the
  3 21 Legislative Council from a list of three names
  3 22 submitted by area education administrators.
  3 23    g.  One nonvoting, ex officio member who is a
  3 24 member of the Senate and is appointed by the President
  3 25 of the Senate.
  3 26    h.  One nonvoting, ex officio member who is a
  3 27 member of the House of Representatives and is
  3 28 appointed by the Speaker of the House of
  3 29 Representatives.
  3 30    2.  Commission members shall be appointed in
  3 31 compliance with sections 69.16 and 69.16A.
  3 32 Appointments of public members shall be made to
  3 33 provide broad representation of the various
  3 34 geographical areas of the state insofar as possible.
  3 35    3.  In appointing members to the commission, proper
  3 36 consideration shall be given to persons with
  3 37 experience or special knowledge in one or more of the
  3 38 following areas:  education, business, economic
  3 39 development, technology, and finance.
  3 40    4.  The commission shall elect a chairperson and a
  3 41 vice-chairperson from among the voting members of the
  3 42 commission; and
  3 43    BE IT FURTHER RESOLVED, That the commission shall
  3 44 submit its findings, recommendations, and its learning
  3 45 technology plan in a report to the General Assembly by
  3 46 December 15, 2004."
