  1  1    Amend the amendment, S-5238, to House File 2552, as
  1  2 passed by the House, as follows:
  1  3    #1.  Page 1, by inserting after line 28 the
  1  4 following:
  1  5    "#   .  Page 2, by inserting before line 10 the
  1  6 following:
  1  7    "Sec.    .  Section 321.34, subsection 11,
  1  8 paragraphs c and d, Code Supplement 2003, are amended
  1  9 to read as follows:
  1 10    c.  The special natural resources fee for letter
  1 11 number designated natural resources plates is thirty-
  1 12 five forty-five dollars.  The fee for personalized
  1 13 natural resources plates is forty-five dollars which
  1 14 shall be paid in addition to the special natural
  1 15 resources fee of thirty-five forty-five dollars.  The
  1 16 fees collected by the director under this subsection
  1 17 shall be paid monthly to the treasurer of state and
  1 18 credited to the road use tax fund.  Notwithstanding
  1 19 section 423.24, and prior to the crediting of revenues
  1 20 to the road use tax fund under section 423.24,
  1 21 subsection 1, paragraph "b", the treasurer of state
  1 22 shall credit monthly from those revenues to the Iowa
  1 23 resources enhancement and protection fund created
  1 24 pursuant to section 455A.18, the amount of the special
  1 25 natural resources fees collected in the previous month
  1 26 for the natural resources plates.
  1 27    From the moneys credited to the Iowa resources
  1 28 enhancement and protection fund under this paragraph
  1 29 "c", ten dollars of the fee collected for each natural
  1 30 resources plate issued, and fifteen dollars from each
  1 31 renewal fee, shall be allocated to the department of
  1 32 natural resources wildlife bureau to be used for
  1 33 nongame wildlife programs.
  1 34    d.  Upon receipt of the special registration
  1 35 plates, the applicant shall surrender the current
  1 36 registration receipt and plates to the county
  1 37 treasurer.  The county treasurer shall validate the
  1 38 special registration plates in the same manner as
  1 39 regular registration plates are validated under this
  1 40 section.  The annual special natural resources fee for
  1 41 letter number designated plates is ten twenty-five
  1 42 dollars which shall be paid in addition to the regular
  1 43 annual registration fee.  The annual fee for
  1 44 personalized natural resources plates is five dollars
  1 45 which shall be paid in addition to the annual special
  1 46 natural resources fee and the regular annual
  1 47 registration fee.  The annual special natural
  1 48 resources fee shall be credited as provided under
  1 49 paragraph "c"."

  2  7    #2.  Page 1, by striking lines 29 through 38 and
  2  8 inserting the following:

  2 10 inserting the following:
  2 11    "Sec.    .  EFFECTIVE DATES AND APPLICABILITY
  2 12 PROVISIONS.
  2 13    1.  Except as provided in subsections 3 and 4, this
  2 14 Act, being deemed of immediate importance, takes
  2 15 effect upon enactment and applies retroactively to
  2 16 special registration plates authorized on or after
  2 17 March 1, 2004.
  2 18    2.  The section of this Act amending section".
  2 19    #3.  Page 1, line 47, by striking the figure "10.""
  2 20 and inserting the following:  "10."
  2 21    #4.  Page 1, by inserting after line 47 the
  2 22 following:
  2 23    "3.  The section of this Act amending section
  2 24 321.34, subsection 11, paragraphs "c" and "d", takes
  2 25 effect January 1, 2005.
  2 26    4.  The section of this Act striking section
  2 27 321.34, subsection 11, takes effect July 1, 2005.
  2 28 Notwithstanding section 321.34, subsection 13,
  2 29 paragraph "c", as amended in this Act, the state
  2 30 department of transportation shall continue to issue
  2 31 the special natural resources registration plate after
  2 32 July 1, 2005, upon payment of the fees established for
  2 33 the plate in this Act, unless an adjustment is
  2 34 requested by the department of natural resources.""
  2 35    #5.  By renumbering, redesignating, and correcting
  2 36 internal references as necessary.
