  1  1    Amend House File 2552, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 3, by striking line 6 and inserting the
  1  4 following:  "registration plates.  The rules shall
  1  5 specify that the plate and emblem shall not have a
  1  6 design or message containing any sexual connotation
  1  7 and shall not be vulgar, prejudiced, hostile,
  1  8 insulting, controversial, politically inflammatory or
  1  9 divisive, or racially or ethnically degrading.
  1 10    The rules shall include provisions for".
