  1  2    #1.  Page 42, line 6, by inserting after the word
  1  3 "state." the following:  "The department shall
  1  4 strongly encourage school districts to seek direct
  1  5 claiming under the medical assistance program for
  1  6 funding of school district nursing services for
  1  7 students."
  1  8    #2.  Page 53, line 19, by inserting after the word
  1  9 "encumbered" the following:  "and shall not be
  1 10 expended for any purpose".
  1 11    #3.  Page 53, line 35, by inserting after the word
  1 12 "encumbered" the following:  ", may be expended,".
  1 13    #4.  Page 55, by inserting after line 16, the
  1 14 following:
  1 15    "The university of Iowa hospitals and clinics, in
  1 16 cooperation with the department of corrections, shall
  1 17 study the utilization of the indigent patient care
  1 18 program by department of corrections' inmates and
  1 19 shall submit a report to the governor and the general
  1 20 assembly on or before January 1, 2005, regarding
  1 21 recommendations to improve the efficiency and cost-
  1 22 effectiveness of the care provided to the inmates."

  1 25    "2A.  Of the funds appropriated in this section,
  1 26 $49,000 shall be used, in addition to any other funds

  2 12 required upon the adoption of the rules."

  2 19 product shall only be considered to be a preferred
  2 20 drug and therefore not subject to prior authorization
  2 21 if the generic product's cost to the medical
  2 22 assistance program is less than the brand name
  2 23 product's cost to the medical assistance program.  In
  2 24 determining the medical assistance program cost of
  2 25 each drug product, the drug product cost shall be the
  2 26 net amount derived following inclusion of all medical
  2 27 assistance program drug rebates and after the impact
  2 28 of all Iowa-specific supplemental rebates are taken
  2 29 into account."
  2 30    #17.  Page 101, line 16, by striking the figure

  2 50 figure "232.188." the following:  "In addition, up to
  3  1 $2,000,000 of the amount of federal temporary
  3  2 assistance for needy families block grant funding
  3  3 appropriated in this division of this Act for child
  3  4 and family services shall be made available for
  3  5 purposes of decategorization of child welfare services
  3  6 as provided in this subsection."

  3  8 figure "4." the following:  "Of the amount allocated
  3  9 in this subsection, up to $1,431,597 shall be made
  3 10 available to provide school-based supervision of
  3 11 children adjudicated under chapter 232, of which not
  3 12 more than $15,000 may be used for the purpose of
  3 13 training.  A portion of the cost of each school-based
  3 14 liaison officer shall be paid by the school district
  3 15 or other funding source as approved by the chief
  3 16 juvenile court officer."

  3 33 facility market basket index published by data
  3 34 resources, inc."
  3 35    #27.  Page 129, line 6, by inserting after the word
  3 36 "year." the following:  "Of the amount remaining
  3 37 available, the department of human services may use up
  3 38 to $2,300,000 to draw down the maximum amount of
  3 39 disproportionate share hospital reimbursement under
  3 40 the medical assistance program as provided in the
  3 41 federal Prescription Drug and Medicare Improvement Act
  3 42 of 2003.  Any amounts received shall be distributed in
  3 43 accordance with the regular disproportionate share
  3 44 hospital program paid out of the graduate medical
  3 45 education and disproportionate share fund."
  3 46    #28.  Page 132, by striking lines 21 through 27 and
  3 47 inserting the following:
  3 48    "A carrier, as defined in section 514C.13, shall
  3 49 enter into a health insurance data match program with
  3 50 the department of human services for the sole purpose
  4  1 of comparing the names of the carrier's insureds with
  4  2 the names of recipients of the medical assistance
  4  3 program."
  4  4    #29.  Page 134, by inserting after line 8 the
  4  5 following:
  4  6    "Sec.    .  2002 Iowa Acts, chapter 1174, section
  4  7 4, unnumbered paragraph 3, as amended by 2002 Iowa
  4  8 Acts, Second Extraordinary Session, chapter 1003,
  4  9 section 244, is amended to read as follows:
  4 10    Notwithstanding section 8.33, moneys appropriated
  4 11 under this section that are unobligated or
  4 12 unencumbered at the end of the fiscal year beginning
  4 13 July 1, 2002, and ending June 30, 2003, shall not
  4 14 revert, but shall remain available for the specific
  4 15 purposes designated in this section until June 30,
  4 16 2004 2005."

  4 29 implement nursing facility provider reimbursements as
