1 2 #1. Page 1, by inserting after line 27 the
1 3 following:
1 4 "Sec. . CONTROLLED SUBSTANCE PENALTY STUDY.
1 5 The Iowa state bar association is requested to
1 6 establish and lead a study committee to review the
1 7 disparity of criminal penalties related to crack
1 8 cocaine, cocaine, and other controlled substances,
1 9 especially such criminal penalties classified as
1 10 serious and aggravated misdemeanors and class "C" and
1 11 "D" felonies. The members of the study committee
1 12 shall include but are not limited to representatives
1 13 of the Iowa state bar association, the attorney
1 14 general, the county attorneys association, the state
1 15 public defender, the department of corrections, the
1 16 judicial district department of correctional services,
1 17 and the criminal law section of the Iowa trial lawyers
1 18 association. The study committee is requested to file
1 19 recommendations with the general assembly by December
1 20 15, 2004."
