  1  1    Amend Senate File 2124 as follows:
  1  2    #1.  By striking page 1, line 1, through page 2,
  1  3 line 22, and inserting the following:
  1  4    "Section 1.  Section 257.8, subsection 1, Code
  1  5 Supplement 2003, is amended to read as follows:
  1  6    1.  STATE PERCENT OF GROWTH.  The state percent of
  1  7 growth for the budget year beginning July 1, 2003, is
  1  8 two percent.  The state percent of growth for the
  1  9 budget year beginning July 1, 2004, is two percent.
  1 10 The state percent of growth for the budget year
  1 11 beginning July 1, 2005, is four percent.  The state
  1 12 percent of growth for each subsequent budget year
  1 13 shall be established by statute which shall be enacted
  1 14 within thirty days of the submission in the year
  1 15 preceding the base year of the governor's budget under
  1 16 section 8.21.  The establishment of the state percent
  1 17 of growth for a budget year shall be the only subject
  1 18 matter of the bill which enacts the state percent of
  1 19 growth for a budget year."
  1 20    #2.  Page 2, by inserting after line 22 the
  1 21 following:
  1 22    "Sec. 2. STUDENT ACHIEVEMENT AND TEACHER QUALITY
  1 23 PROGRAM.  Notwithstanding section 257.8, subsection 1,
  1 24 it is the intent of the general assembly that the
  1 25 appropriation for the student achievement and teacher
  1 26 quality program established in section 284.1 for the
  1 27 fiscal year beginning July 1, 2005, shall be increased
  1 28 by at least forty-four million dollars over the amount
  1 29 appropriated for the program for the fiscal year
  1 30 beginning July 1, 2004."
  1 31    #3.  Page 2, by inserting before line 23 the
  1 32 following:
  1 33    "Sec. 3.  TEXTBOOKS AND SUPPLIES – APPROPRIATION.
  1 34 There is appropriated from the general fund of the
  1 35 state to the department of education for the fiscal
  1 36 years beginning July 1, 2004, and ending June 30,
  1 37 2005, and beginning July 1, 2005, and ending June 30,
  1 38 2006, the following amount to be used by school
  1 39 districts to assist with the purchase of public school
  1 40 textbooks and supplies:  
  1 41 ............................................... $ 10,000,000
  1 42    The amount appropriated pursuant to this section
  1 43 shall be distributed each year to school districts on
  1 44 a per pupil basis, and shall be used exclusively for
  1 45 textbook and supply acquisition for public schools.
  1 46 If any portion of the moneys received by a school
  1 47 district for textbook and supply acquisition remains
  1 48 unexpended at the end of the budget year, the
  1 49 remainder shall be carried over to the subsequent
  1 50 budget year and added to the school district's
  2  1 textbook and supply acquisition budget for that year."
  2  2    #4.  Page 2, by striking lines 29 through 32 and
  2  3 inserting the following:
  2  4    "Sec. 4.  APPLICABILITY.  Section 1 of this Act is
  2  5 applicable for computing state aid under the state
  2  6 school foundation program for the school budget year
  2  7 beginning July 1, 2005."
  2  8    #5.  Title page, by striking lines 1 through 5 and
  2  9 inserting the following:  "An Act providing for the
  2 10 establishment of the state percent of growth for
  2 11 purposes of the state school foundation program, and
  2 12 other related matters, and providing an applicability
  2 13 date."
