  1  1    Amend House File 667, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 53, line 26, by inserting after the word
  1  4 "services." the following:  "Any layoff or other
  1  5 reduction in force applied to field operations staff
  1  6 during the fiscal year shall exempt child protection
  1  7 positions."
  1  8    #2.  Page 60, by striking lines 21 through 33.
  1  9    #3.  Page 67, by inserting after line 29, the
  1 10 following:
  1 11    "Sec.    .  2002 Iowa Acts, Second Extraordinary
  1 12 Session, chapter 1003, section 110, is amended by
  1 13 adding the following new paragraph:
  1 14    NEW UNNUMBERED PARAGRAPH.  Notwithstanding section
  1 15 8.33, up to $2,400,000 of the funds appropriated in
  1 16 this section that remain unencumbered or unobligated
  1 17 at the close of the fiscal year shall not revert but
  1 18 shall remain available in the succeeding fiscal year
  1 19 to be used for additional field operations, full-time
  1 20 equivalent positions, and $400,000 of this amount
  1 21 shall be used for eight full-time equivalent positions
  1 22 to provide a case manager in each of the judicial
  1 23 districts to provide coordination of services for
  1 24 families that have a history of methamphetamine
  1 25 abuse."
  1 26    #4.  Page 69, by inserting after line 31 the
  1 27 following:
  1 28    "__.  The provision amending 2002 Iowa Acts, Second
  1 29 Extraordinary Session, chapter 1003, section 110,
  1 30 relating to certain federal temporary assistance for
  1 31 needy families block grant funding."
  1 32    #5.  Page 75, by inserting after line 11, the
  1 33 following:
  1 34    "The commission of veterans affairs shall work with
  1 35 the commandant of the Iowa veterans home, the
  1 36 department of human services, and the department of
  1 37 inspections and appeals to determine the eligibility
  1 38 of prospective residents and current residents of
  1 39 health care facilities for benefits through the
  1 40 federal department of veterans affairs pursuant to
  1 41 section 135C.31A, if enacted by 2003 Iowa Acts, House
  1 42 File 619."
