1 3 #1. By striking page 15, line 10 through page 16,
1 4 line 35, and inserting the following:
1 5 "a. Moneys credited to the Iowa marriage
1 6 initiative grant fund in this subsection are
1 7 appropriated to the department for the fiscal year
1 8 beginning July 1, 2003, and ending June 30, 2004, to
1 9 be used to provide grants in accordance with this
1 10 subsection.
1 11 b. The department shall establish a premarital
1 12 education grant program to fund premarital education
1 13 activities. The department of human services shall
1 14 adopt rules pursuant to chapter 17A to establish
1 15 procedures for the awarding of the grants including
1 16 specification of minimum requirements for providers of
1 17 premarital education activities.
1 18 c. The program shall require that a grantee is a
1 19 nonprofit organization incorporated in this state with
1 20 demonstrated experience in provision of premarital
1 21 education activities.
1 22 d. The premarital education activities funded by
1 23 the grant shall be privately funded at no less than
1 24 fifty percent of the grant amount.
1 25 e. Grants shall be awarded in a manner that
1 26 results in provision of services throughout the state
1 27 in an equal number of urban and rural geographic
1 28 areas.
1 29 f. The department shall implement the grant
1 30 program so that the initial request for proposals is
1 31 issued on or before October 1, 2003, and so that any
1 32 grants are awarded on or before January 1, 2004.
1 33 g. A grantee shall submit a quarterly financial
1 34 report to the department and to the legislative fiscal
1 35 bureau and shall be subject to an annual independent
1 36 evaluation to assess the results of the program.
1 37 h. The department shall provide a copy of the
1 38 request for proposals and shall submit a report
1 39 concerning the proposals received and grants awarded
1 40 to those persons designated by this division of this
1 41 Act to receive reports.
1 42 i. The department may adopt emergency rules to
1 43 implement the provisions of this subsection."
