1 3 #1. Page 29, by striking lines 13 through 20, and
1 4 inserting the following:
1 5 "Sec. . Section 39A.5, subsection 1, paragraph
1 6 b, Code 2003, is amended by adding the following new
1 7 subparagraphs:
1 8 NEW SUBPARAGRAPH. (4) Personally delivering to
1 9 the commissioner's office an absentee ballot
1 10 application and the person is not the applicant or an
1 11 immediate family member of the applicant or a designee
1 12 of the applicant if the applicant is a voter described
1 13 in section 53.22, subsection 5.
1 14 NEW SUBPARAGRAPH. (5) Personally delivering to
1 15 the commissioner's office a voted absentee ballot and
1 16 the person is not the voter or the designee of a voter
1 17 described in section 53.22, subsection 5."
