  1  1    Amend House File 549, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 1, by inserting after line 31 the
  1  4 following:
  1  5    "Sec.    .  Section 257.11, subsection 5, paragraph
  1  6 b, Code 2003, is amended to read as follows:
  1  7    b.  A school district which establishes a regional
  1  8 academy shall be eligible to assign its resident
  1  9 pupils attending classes at the academy a weighting of
  1 10 one-tenth of the percentage of the pupil's school day
  1 11 during which the pupil attends classes at the regional
  1 12 academy.  For the purposes of this subsection,
  1 13 "regional academy" means an educational institution
  1 14 established by a school district to which multiple
  1 15 schools send pupils in grades seven nine through
  1 16 twelve, and may include a virtual academy.  A regional
  1 17 academy shall include in its curriculum advanced-level
  1 18 courses and may include in its curriculum vocational-
  1 19 technical programs courses.  The maximum amount of
  1 20 additional weighting for which a school district
  1 21 establishing a regional academy shall be eligible is
  1 22 an amount corresponding to fifteen additional pupils.
  1 23 The minimum amount of additional weighting for which a
  1 24 school district establishing a regional academy shall
  1 25 be eligible is an amount corresponding to ten
  1 26 additional pupils if the academy provides both
  1 27 advanced-level courses and vocational technical
  1 28 courses.
  1 29    Sec.    .  Section 257.11, Code 2003, is amended by
  1 30 adding the following new subsection:
  1 31    NEW SUBSECTION.  7A.  SHARED SUPPORT SERVICES.  For
  1 32 the school budget years beginning July 1, 2003, July
  1 33 1, 2004, and July 1, 2005, a school district which
  1 34 shares with or purchases from an eligible entity a
  1 35 significant portion of one or more support services,
  1 36 student transportation services, or personnel or other
  1 37 operational types of services shall be eligible to
  1 38 assign its resident students an additional weighting.
  1 39 For purposes of this subsection, "significant portion"
  1 40 means that at least fifty percent of the services are
  1 41 shared or purchased.  Eligible sharing and purchasing
  1 42 entities shall include other school districts, area
  1 43 education agencies, community colleges, cities, or
  1 44 counties.  Eligible support services shall include but
  1 45 not be limited to budgeting, receiving and disbursing
  1 46 funds, financial and property accounting, payroll,
  1 47 planning research and evaluation, personnel services,
  1 48 and administrative technology services; and shall
  1 49 exclude cooperative purchasing programs and
  1 50 activities.  A school district shall be eligible for
  2  1 additional weighting for services not previously
  2  2 shared or purchased prior to July 1, 2003, from other
  2  3 school districts, area education agencies, community
  2  4 colleges, cities, or counties.  A school district that
  2  5 qualifies under this subsection shall assign to its
  2  6 resident pupils an additional weight of two-
  2  7 hundredths.  The maximum additional weight shall be
  2  8 ten additional pupils.  If the sum of the funding
  2  9 amount calculated for all districts under this
  2 10 subsection exceeds two million dollars for the school
  2 11 year beginning July 1, 2004, and each succeeding
  2 12 fiscal year, the director of the department of
  2 13 management shall prorate the amount calculated for
  2 14 each district.  The proration shall be based upon the
  2 15 amount calculated for each district when compared to
  2 16 the sum of the amount for all districts.
  2 17    Sec.    .  Section 257.11A, Code 2003, is amended
  2 18 by adding the following new subsection:
  2 19    NEW SUBSECTION.  3A.  SHARED SUPERINTENDENTS.  For
  2 20 the school budget years beginning July 1, 2003, July
  2 21 1, 2004, and July 1, 2005, resident pupils enrolled in
  2 22 a school district in which the superintendent is
  2 23 employed jointly under section 273.7A or under section
  2 24 280.15, are assigned a weighting of five-hundredths
  2 25 for the superintendent who is jointly employed times
  2 26 the percent of the superintendent's time in which the
  2 27 superintendent is employed in the school district.
  2 28 However, the total additional weighting assigned under
  2 29 this subsection for a budget year for a school
  2 30 district shall not exceed five and the total
  2 31 additional weighting added cumulatively to the
  2 32 enrollment of school districts sharing a
  2 33 superintendent shall not exceed fifteen.  If the
  2 34 school district has approved an action to bring about
  2 35 a reorganization to take effect on or before July 1,
  2 36 2006, the reorganized school district shall include,
  2 37 for a period of one year following the effective date
  2 38 of reorganization, additional pupils added by the
  2 39 application of the supplementary weighting plan, equal
  2 40 to the pupils added by the application of the
  2 41 supplementary weighting plan in the year preceding the
  2 42 effective date of reorganization.  For purposes of
  2 43 this subsection, the weighted enrollment for the
  2 44 period of one year following the effective date of
  2 45 reorganization shall include the supplementary
  2 46 weighting in the base year used for determining the
  2 47 combined district cost for the first year of the
  2 48 reorganization.  However, the weighting shall be
  2 49 reduced by the supplementary weighting added for a
  2 50 pupil whose residency is not within the reorganized
  3  1 district."
