  1  1    Amend Senate File 300 as follows:
  1  2    #1.  Page 4, line 29, by striking the words "set by
  1  3 the commission by rule" and inserting the following:
  1  4 "of twenty dollars".
  1  5    #2.  Page 12, line 17, by inserting after the word
  1  6 "application." the following:  "The department shall
  1  7 issue its response to an application for authorization
  1  8 to conduct a special event no later than seven days
  1  9 from receipt of the application."
  1 10    #3.  Page 13, line 15, by striking the words "a
  1 11 safety certificate and".
  1 12    #4.  By striking page 13, line 17, through page 14,
  1 13 line 14.
  1 14    #5.  Page 14, line 26, by striking the word "may"
  1 15 and inserting the following:  "shall".

  1 24    #9.  Page 26, by inserting after line 18 the
  1 25 following:
  1 26    "Sec.    .  PROGRAM FUNDING AND OPERATION.
  1 27 Notwithstanding the provisions of chapter 321N, as
  1 28 enacted in this Act, fees collected by the department
  1 29 of natural resources from the registration of off-
  1 30 highway vehicles, as required in this Act, shall be
  1 31 deposited in the off-highway vehicle fund created in
  1 32 section 321N.5 and allowed to accumulate without
  1 33 expenditure until the department begins operation of
  1 34 the state's off-highway vehicle program.  When
  1 35 revenues in the fund are sufficient to cover the
  1 36 operational costs of the off-highway vehicle program,
  1 37 the department shall begin operation of the program.
  1 38 For purposes of this section, "operation of the
  1 39 program" includes, but is not limited to, purchasing
  1 40 land for use by off-highway vehicles, initiating a
  1 41 safety certificate program, and employing part-time or
  1 42 full-time employees to administer the off-highway
  1 43 vehicle fund and its functions."
  1 44    #10.  Page 26, by inserting after line 20 the
  1 45 following:
  1 46    "Sec.    .  IMPLEMENTATION PLAN.  The department of
  1 47 natural resources, in consultation with the Iowa
  1 48 association of four wheel drive clubs, shall develop a
  1 49 five-year plan for the use of funds collected in the
  1 50 off-highway vehicle fund.  The plan shall include an
  2  1 analysis of the number of off-highway vehicles the
  2  2 department estimates will be registered prior to the
  2  3 establishment of an off-highway vehicle recreation
  2  4 area and the number of off-highway vehicles the
  2  5 department expects to register after the establishment
  2  6 of such a facility.  The plan shall also include
  2  7 optimum locations for an off-highway vehicle
  2  8 recreation area, estimated costs, if any, for
  2  9 maintenance of the area, and any other issues the
  2 10 department and the association deem to be of
  2 11 importance in the planning process.  The plan shall be
  2 12 completed and available for inspection by interested
  2 13 parties no later than January 1, 2004."
  2 14    #11.  By renumbering, relettering, or redesignating
  2 15 and correcting internal references as necessary.
