  1  1    Amend the amendment, S-3085, to Senate File 313 as
  1  2 follows:
  1  3    #1.  Page 1, line 24, by striking the word
  1  4 "private" and inserting the following:  "public".
  1  5    #2.  Page 1, line 25, by striking the words "and
  1  6 other public".
  1  7    #3.  Page 1, by striking lines 37 through 44, and
  1  8 inserting the following:
  1  9    "5.  The power of the public employer to levy taxes
  1 10 and appropriate funds, both within its statutory
  1 11 limitations, for the conduct of its operations."
  1 12    #4.  Page 1, lines 48 and 49, by striking the words
  1 13 "the general economic condition of the state" and
  1 14 inserting the following:  "its authority as described
  1 15 in subsection 5".
  1 16    #5.  Page 2, by striking lines 7 through 8, and
  1 17 inserting the following:  "spending or budget".
  1 18    #6.  Page 2, line 28, by inserting after the word
  1 19 "consideration" the following:  ", in addition to any
  1 20 other relevant factors,".
