  1 13 department that the department should be the sole

  1 41 which are primarily funded from billings to
  1 42 governmental entities for services rendered by the
  1 43 department.  The establishment of an internal service
  1 44 fund is subject to the approval of the director of the
  1 45 department of management.  At least ninety days prior
  1 46 to the establishment of an internal service fund
  1 47 pursuant to this section, the director shall notify in
  1 48 writing the general assembly, including the
  1 49 legislative council, legislative fiscal committee, and
  1 50 the legislative fiscal bureau.
  2  1    2.  Internal service funds shall be administered by
  2  2 the department and shall consist of moneys collected
  2  3 by the department from billings issued in accordance
  2  4 with section 8A.125 and any other moneys obtained or
  2  5 accepted by the department, including but not limited
  2  6 to gifts, loans, donations, grants, and contributions,
  2  7 which are designated to support the activities of the
  2  8 individual internal service funds."

  3 25 and responsibility for preparing for each session of
  3 26 the general assembly.  Pursuant to such duty and
  3 27 responsibility, the legislative council shall assign
  3 28 the use of areas in the state capitol except for the
  3 29 areas used by the governor as of January 1, 1986, and
  3 30 by the courts as of November 1, 2002 July 1, 2003,
  3 31 and, in consultation with the director of the
  3 32 department of general services and the capitol
  3 33 planning commission, may assign areas in other state
  3 34 office buildings for use of the general assembly or
  3 35 legislative agencies.  The legislative council may
  3 36 authorize the renovation, remodeling and preparation
  3 37 of the physical facilities used or to be used by the
  3 38 general assembly or legislative agencies subject to
  3 39 the jurisdiction of the legislative council and award
  3 40 contracts pursuant to such authority to carry out such
  3 41 preparation.  The legislative council may purchase
  3 42 supplies and equipment deemed necessary for the proper
  3 43 functioning of the legislative branch of government."
