1 4 A Concurrent Resolution amending the joint rules of
1 5 the Senate and House of Representatives for the
1 6 Eightieth General Assembly.
1 7 Joint Rule 17, in House Concurrent Resolution 4, is
1 8 amended by adding the following new unnumbered
1 9 paragraph:
1 10 NEW UNNUMBERED PARAGRAPH. In developing an
1 11 estimate for the effect of a bill on the revenues,
1 12 expenditures, and fiscal liability of the state or its
1 13 subdivisions, to the extent applicable, the fiscal
1 14 services division of the legislative services agency
1 15 shall utilize the return on investment analysis
1 16 methodology developed for use by the grow Iowa values
1 17 board in selecting programs for funding in accordance
1 18 with chapter 15G.
