1 1 Section 1. Section 483A.24, subsection 9, Code 2003, is
1 2 amended to read as follows:
1 3 9. The commission shall issue without charge a special
1 4 lifetime fishing license to residents of Iowa sixteen years or
1 5 more of age who the commission finds have severe mental or
1 6 physical disabilities. The commission is hereby authorized to
1 7 prepare an application to be used by the person requesting the
1 8 special license, which would require that the person's
1 9 attending physician sign the form declaring that the person
1 10 has a severe mental or physical disability and is eligible for
1 11 exempt status. For the purposes of this subsection, a person
1 12 having a severe physical disability includes, but is not
1 13 limited to, a person who has a physical impairment of the
1 14 upper extremities that makes the person physically incapable
1 15 of engaging in fishing without the assistance of another
1 16 person, including, but not limited to, difficulty in lifting
1 17 and reaching as well as difficulty in handling and fingering
1 18 with the arms and hands.
1 19 EXPLANATION
1 20 This bill provides that the natural resource commission
1 21 shall issue a free special lifetime fishing license to
1 22 residents of Iowa 16 years of age or older who have severe
1 23 mental or physical disabilities. The bill provides that for
1 24 the purposes of this provision, a person having a severe
1 25 physical disability includes, but is not limited to, a person
1 26 who has a physical impairment of the upper extremities that
1 27 makes the person physically incapable of engaging in fishing
1 28 without the assistance of another person. The bill provides
1 29 that such a physical impairment of the upper extremities
1 30 includes, but is not limited to, difficulty in lifting and
1 31 reaching as well as difficulty in handling and fingering with
1 32 the arms and hands.
